| CONFEDERATION FOR STRONG, PROGRESSIVE & POWERFUL PAKISTAN |
| The four constituent Units, through
volutary participation, and as equal partners, must now form and co-exit as,
a CONFEDERATION where in the constituent States are
AUTONOMOUS and SOVEREIGN
and only such powers vest in the Federal entity,
as are expressly conferred on it. A CONFEDERATION is also an association of states, a union of SOVEREIGN and AUTONOMOUS states formed for, realising certain definite objectives. The cheif features of a CONFEDERATION, is as follows: 1. CONFEDERATING Units or States retain their soverignty. There are as many States as there are members. 2. In a CONFEDERATION there is no common government. 3. The various States make their own laws and administer them in their respective territories. 4. In CONFEDERATION the States have choice to live or leave the Centre. 5. A CONFEDERATION is the result of an rgreement (between related states), whereas a Federation is based on a written constitution. 6. CONFEDERATING units have an iternational status and can establish diplomatic relations with other sovereign states. Besides, CONFEDERAL states are equal members of the UN, while it is neither possible nor permitted in a federation. 7. If a war breaks out in a federation, it is an international war whereas in the case of a Federation, it is termed as civil war, as was the case of East Bengal in 1970-71. 8. In a CONFEDERATION the common organ established deals with the governments of the units. The Sindh National Front S.N.F is being initiated with a one point programe of bringing about a CONFEDERAL structure in Pakistan, and nothing short of an unequivocal commitment for its attainment will be acceptable to the smaller nationalities. The CONFEDERATION shall consist of the four states of Sindhi, Baloch, Pushtoon and Punjabi peoples. It shall be a republic representing their unity and describe together under one flag. In CONFEDERATION the republic shall have authority over the following subjects: 1. Defance 2. Foreign Affairs 3. Communications 4. Currency 5. Arbitration powers in disputes between the states arising out of movement of goods and commodities, supplies, utilities and services, and taxes thereon. If two requirements are fulfilled, the CONFEDERATION will come into existence, to wit: 1. Some states/Provinces voluntarily yoke themselves into a state, under a centeral Authority, and 2. If the rights and powers of the Units are distributed so evenly as to guarantee the autonomy and sovereignty of the constituting states/provinces, making them free from the tyranny or excessive rule of the centre or the Federal government. The 'Lahore Resolution' of 1940 promised a CONFEDERAL instead of a Federal State. A strong Pakistan can exist and prosper only at the cost of Provencial Autonomy, only in the shape of CONFEDERATION. It is clear that there is no way without CONFEDERATION to save the Pakistan from separation. Now the unrest of the small Provinces was complete and ripe for the slogan of CONFEDERATION ang now it is the one and only solution to the problems of Pakistan without CONFEDERATION no way to stop separation of the provinces from Pakistan in the shape of "SINDHU DESH", "PASHTOONISTAN" and the "GREATER BALUCHISTAN" etc. |
